The city of Tampere organised its first-ever land allocation competition in Vehmainen, along the shores of Lake Kaukajärvi. Twelve builders and developers were invited to participate, including VVO Rakennuttaja Oy, which enlisted the Arkkitehtitoimisto Erkki Helamaa and Keijo Heiskanen Oy as part of the design team.

This project focused on contemporary housing concepts, such as small-scale construction in the form of a housing association, open floor plans, and adaptability. The lakeside scenery was utilised in every apartment.
